Background: As a child, Tito Martinez had been told to stay away from the family swimming pool without adults present. This did not stop him, however, one sunny afternoon from going in anyway. Finding himself in the deep end without help nearby, his young body soon gave out as he floated to the bottom of the pool. Five minutes later, his parents found him and performed CPR. While they were able to resuscitate him, he wouldn't wake up. Being one of the wealthier families in Mexico, they were able to pull a few strings and had him air lifted to a hospital in the states called GenCorp that specialized in experimental treatments. Tito spent the next two years at the hospital recovering, surprising both his doctors and parents at the lack of brain damage from being oxygen deprived for so long. It was at GenCorp that he first met Skylar Whitethunder, another patient at the lab. When he was released, it seemed as though things were going to return back to normal. But on his 21st birthday, strange things began to happen, transforming him into a type of merman creature. Deciding to use his abilities for good, he adopted the title of Sea Bolt. Once back in Mexico, Sea Bolt returned to his super hero career, searching for El Vengaza for a rematch. While there, he was joined by Hailstorm, who spent time convincing him that he needed to move beyond what GenCorp had done and work towards establishing a life for himself. With some effort, the two manage to arrange a scholarship and green card, enabling him to attend UofL with her and join Force d'Orleans. The two quickly got a "better offer" though and left to join the "big leagues" American Rangers.
