When the United States began its Parahuman Soldier program over two decades ago, many other countries thought they needed to do the same. One of these nations was Japan. The National Solar Parahuman Team of Nippon, or as they are known in the West, the Rising Suns, are the result of years of Japanese research into similar processes that created Power Star and Morning Star.

The group operates out of Tokyo, though they defend all of Japan. They operate under the auspices of their government, and do posess police powers. The super-heroine Nova was originally intended to be White Sun, though she refused, and thus is considerd a renegade.
