Occasionally, a local villain finds themselves in a position where they just don't have enough power to handle the situation. By sending word through the criminal underground, they can find and hire extra muscle in the form of super-powered mercenaries. If you got the cash, one of them will step up and take the job, no matter what kind of underhanded work you have in mind.
